 General Instructions:- 

1. For services related to issue of Passport, OCI card and other miscellaneous consular services:-

√ Applicant’s physical appearance is mandatory,

√ In case of minor applicants, presence of father & mother at the time of application is mandatory.

√ Applicants are advised to apply for a new passport at least 6 months before its expiry.

√ Cash paid for consular services is non refundable.

√ Consular Officer reserves the right to call for additional documents if required. 

2. Application forms for various consular services may be downloaded from the embassy website or collected from the consular wing.

3. The Embassy has no authority to issue “Bachelorhood Certificate” in respect of any Indian national. Any individual who desires such a declaration may have to obtain the declaratory decree from the competent court in India. The same may be apostilled from India and submitted directly to the Civil Registration Authorities in Russia. 

4. Merger of PIO and OCI Schemes:-

Person of Indian Origin (PIO) card scheme has been withdrawn by Government of India and has been merged with Overseas Citizen of India (OCI) card scheme w.e.f 9th January 2015. Hence as per Government of India Gazette Notification No.11 dated 9th January 2015, all PIO cardholders will be deemed to be Overseas Citizens of India cardholder. Therefore, the Embassy of India, Moscow will no longer be issuing PIO cards.  Fresh applications will be accepted only for OCI cards.

 A.   Passport related services 

For reissue of passport for adults:

√ For issue/reissue of passport for minors:

√ Passport application form to be filled up

√ 4 Color photographs in white background, size 40 mm x 40 mm

√ Photo copies of Indian passport and valid Russian visa

√ Photocopy of Work permit [if the applicant holds one] and valid registration for Russia

√ Photocopy of marriage certificate (inclusion of spouse name in the passport is compulsory)

√ All originals may be carried at the time of submission for verification

√ Please note that in case of reissue due to loss of passport, a copy of police report along with sworn affidavit     also needs to be submitted. Photocopy of passports, visa and registration of parents

B.   For issue of OCI Card:

Eligibility:

√ A person of Indian origin who is now a foreign national

√ Spouse of foreign origin of a citizen of India or spouse of foreign origin of an OCI cardholder and whose marriage has been registered and subsisted for a continuous period of not less than 2 years immediately preceding the presentation of the application,

√ Minor children, whose both parents are citizens of India or one of the parents is a citizen of India;

Document Checklist:

√ 4 colour photos size 40mm x 40 mm in white background

√ Application to be filled up on line (https://passport.gov.in/oci/) and a print out of the same to be submitted in the Consular Wing

√ Photocopies of Passport, Visa & registration details of spouse

√ The name of spouse should be compulsorily mentioned in the respective passports

√ Photocopies of the applicants Passport (both International and domestic) as well as marriage stamp in the domestic passport of the applicant

√ A translated notarized copy of marriage certificate in original

√ If the applicant is of Indian origin, copy of surrendered Indian Passport to be submitted as a proof that the applicant has renounced his/her Indian citizenship officially

√ All  originals  may  be  brought  at  the  time  of  submission  of application and the same will be returned immediately

√ If the applicant is minor, his/her copy of Passport, copies of passports of parents, birth certificate translated notarized if the same is in Russian

√ Please note that the Consular Officer reserves the right to call for additional documents if required.

C.   Miscellaneous consular services:

For inclusion of spouse name in passport:-

√ One colour photo size 40 mm x 40 mm in white background of the applicant

√ Duly completed form for miscellaneous consular services

√ Copy of Marriage certificate (If marriage certificate is in Russian, translated notarized in Original)

√ Copies of valid passport, valid Russian visa and valid Russian Registration of the applicant

√ Copy of spouse’s passport

For change of address in passport:

√ 1 Color photograph in white background, size 40 mm x 40 mm

√ Duly completed form for miscellaneous consular services

√ Original telephone/electricity bill of new address/attested copy of driving license/voter ID card/PAN Card as proof of address

For issue of Identity Certificate:

√ One colour photo size 40 mm x 40 mm in white background of the applicant

√ Duly completed form for miscellaneous consular services

√ Copies of valid passport, valid Russian visa and valid Russian Registration of the applicant

D. For obtaining Police Clearance Certificate (PCC):

 Eligibility:

√ Applicant should possess Russian  work visa with 6 months validity or more

√ PCC is not issued to Indian nationals holding short-term validity Russian Business visa/Commercial visa/Student visa

√ If a student’s parents are having residence permit/ long term visa for Russia, he/she may be eligible for PCC on the basis of status of visa of parents

 Document Checklist:

√ 3 colour photos size 40mm x 40 mm in white background of the applicant

√ Duly  completed  form  for  miscellaneous  consular  services along with passport particular form in duplicate

√ 1 photograph to be pasted in each form

√ Copies  of  valid  passport,  valid  Russian  visa  and valid Russian Registration of the applicant

 For Change of name/separation of surname from given name in Passport:

√ One colour photo size 40mm x 40 mm in white background of the applicant

√ Duly completed form for miscellaneous consular services along with sworn affidavit in original from Judicial    Court in India

√ Original newspaper clippings of two leading daily newspapers in India wherein the change of name has been published (One leading daily newspaper in the area of the applicant’s present address and the another at his/her permanent address)

√ Copies of valid passport, valid Russian visa and valid Russian Registration of the applicant

E. For attestation of commercial documents:

Eligibility:

√ Commercial document issued by Russian side should be attested by the Chamber of Commerce and Industry of Russian Federation

√ Commercial document issued from other foreign countries should be attested by the embassy of that country in Russia.

 Document Checklist:

√ One colour photo size 40 mm x 40 mm in white background of the applicant

√ Duly filled up attestation form

√ Copy of valid passport

√ An authority letter (in English) from the concerned Russian company/organization where applicant’s name, passport number, Russian company’s registration number, purpose for attestation and details of their Indian partner (name, office address/contact and their registration number in India) where the document is to be submitted in India.

F. For attestation of educational documents:

Please note that all educational documents like degree/diploma issued by Russian educational institutions may be apostilled from the Ministry of Education/Ministry of Justice/Ministry of Foreign Affairs of Russian Federation following which the applicants need not visit the Embassy for legalization/attestation and the same can be presented directly to concerned authorities in India.  However, if the applicant desires for an attestation by the embassy, the following documents may be submitted:-

√ Duly filled up attestation form

√ One colour photo size 40 mm x 40 mm in white background of the applicant

√ Copies of valid passport, valid Russian visa and valid Russian Registration of the applicant.
